Patch the workspace token whitelist
Accepts a changes array of tagged instructions and returns 200 with the identical shape as the GET, so a client updates local state from the response without a second call. state is tri-state on the way in — ‘on’ | ‘off’ | ‘default’, where ‘default’ deletes the override — but the response only ever shows ‘on’ | ‘off’: a cleared override is represented by absence from overrides, since a delete instruction can never come back.
